Electronic Record and Sharing of Information – Statement of Intent

Under the new NHS GMS Contract (2014/2015 requirements), all GP practices are required to offer and promote patients’ online access to services such as booking and cancelling appointments and the ordering of repeat prescriptions. Further requirements seek to ensure the safe and effective electronic transfer of patient records and support better referral management.

Detailed below are the practice plans for implementing the requirements as soon as possible as the practice must, by 30 September 2014, publicise our statement of intent at the practice premises and, on our website. The Health Secretary has also set a deadline of April 2015 for practices to provide online access to their own records, which as a minimum means giving patients access to the information contained in their Summary Care Record upload.

All GP practices are required to provide an automated upload of any changes to a patient’s summary information, at least once every working day, to the Summary Care Record (SCR). Pleasley Surgery provides automated uploads of any changes to a patient’s summary information, at least on a daily basis, to the Summary Care Record.

Summary Care Records contain details of a patient’s key health information – medications, allergies and adverse reactions. They are accessible to authorised healthcare staff in emergency settings in England and can support better, safer prescribing of medication for patients by providing up-to-date information on a patient’s allergies, previous adverse reactions and medications. Patient care can be supported by healthcare staff having faster access to their medical information and patients may not be required to repeat information to different NHS staff treating them.

All practices are required to utilise the GP2GP facility for transfer of all patient records between practices, when a patient registers or de-registers (not for temporary registration). This facility provides the ability for patient records to be transferred safely and quickly and will allow the incoming record to be integrated into the receiving system. The staff at Pleasley Surgery have had GP2GP training.

The facility for patients to view online, export or print any summary information from their records relating to medications, allergies, adverse reactions and any other data agreed between the surgery and the patient, with the patients consent, is a contractual requirement and must be in place by the 31st March 2015. The practice already has electronic booking of appointments and ordering of prescriptions in place.

Please note that this is the statement of intent by Pleasley Surgery that by March 31st 2015 all IT-related changes as stated in the General Practice Contract Changes 2014-15 will be in place.
